Dr. Gergely Deli

Professor Gergely Deli has been rector of the Ludovika University of Public Service since the 1st of February 2022. Professor Deli has been with the University since 2021 as Dean of the Faculty of Public Governance and International Studies and lecturer in the Department of Constitutional and Legal History. He is a lawyer, university professor, senior advisor to the Constitutional Court and professor at Ludovika UPS, Eötvös Loránd University (ELTE), and Széchenyi University of Győr, where he is head of the German Law Centre as well. Prof. Deli is fluent in six languages (English, German and Spanish at an advanced level) and his hobby and one of his specialisms is Roman law. Prof. Deli received his law degree from ELTE and his doctorate degree summa cum laude from Pázmány Péter Catholic University. He conducted post-doctoral work at Széchenyi University and studied in New York and Cambridge. He is the author of several books and publications and a member of the editorial boards of many scientific journals. He has been the Doctor of the Academy at the Hungarian Academy of Sciences since 2023. Prof. Deli is an honorary citizen of Bátonyterenye.

Dr. Gábor Kemény

He is the Vice-Rector for Institutional Development at the Ludovika University of Public Service, which is the host organization of the Institute for Public Administration Further Training. With 15 years of research experience in agricultural economics and 4 years of banking experience in the field of ESG, he has learned that an EU built on common work, common understanding and the common historical roots of the continent we can do more than the countries alone. 

Anna Mitelman

She took up the function as Head of the European School of Administration early 2023 after a long career in various functions within the European Committee of the Regions, most recently as HR Head of Unit responsible for talent management, HR transformation after the pandemic, medico-social services, Diversity and Inclusion, etc. 

She is fully committed to the School as the Centre of excellence and innovation and with a strong belief in effective leadership structures. She works hand in hand with deputy Christiane Keutgens in a true spirit of co-leadership to maximize the managerial capacity, performance, and outreach of the School as well as the general growth and well-being of its staff. 

Christiane Keutgens

She works as the Deputy Head of EuSA since 2020 in a spirit of co – shared leadership. She joined the EU Institutions in 1994 and have occupied several positions in learning and professional development, capacity building, policy coordination and communication (Cabinet, DG COMM, DG Connect, Spokespersons’ Service).  She has a background in Marketing/Economics and became recently an accredited coach.  Her passions are Europe, life-long learning and to support people development. 

Balázs Klotz

Public Administration Manager, Public Administration Expert. Has been working at Institute for Public Administration Further Training, Ludovika University of Public Service since 2012, and has been its Director since 2017. Coordinates the implementation of tasks related to the training and leadership development of government officials and public servants, as well as public administration examinations. His responsibilities include the development of public administration further training programs, the improvement of central further training education and information technology system, and the methodological support for the further training tasks of public administration bodies. 

Dr. Péter Domokos

Dr. Péter Domokos graduated as a lawyer and worked afterwards at international law firms.

Starting his state administration career in 2003 at the Ministry of Agriculture as a legal expert of EU pre-accession funds, later he worked in various fields, such as EU project management at the Municipality of Budapest. He was the director of the Government Office of the Capital City Budapest for 6 years.

In 2020 he was appointed Ministerial Commissioner for Government Service Centres at the Prime Minister’s Office.

Currently he is member of the Cabinet of the State Secretariat responsible for regional public administration at the Ministry of Public Administration and Regional Development. His goal is to enable citizens to manage their government affairs faster and more efficiently, both online and offline, in a customer-friendly environment.

Martijn Pluim

Since September 2023, Martijn Pluim is the Programme Director at EIPA.  He is responsible for both the content delivery by EIPAs faculty. This includes hundreds of trainings for civil servants in Member States and EU institutions, research and technical assistance. Martijn also supervises the development and acquisition of new programmes and relationships with EIPAs Member States, the European Institutions and other partners.

Before coming to EIPA, Martijn worked at the International Centre for Migration Policy Development (ICMPD) in Vienna where I started as Director for the Migration Dialogues and Cooperation Directorate, supervising 30 offices and operations in Africa, Asia and (South)-Eastern Europe. Martijn worked two years at the European Commission (2005-2007) as expert on migration, border management and the fight against trafficking in human beings.

Michaela Sullivan Paul

Michaela is a Senior Research Officer at EIPA, interested in innovative approaches for public sector transformation. Following the pursuit of a Dual Masters Degree in Public Policy from Sciences Po, Paris and the University of Tokyo, Michaela contributed to the work of the OECD’s Observatory for Public Sector Innovation and the OECD.AI Observatory.

She is now applying her knowledge of international and EU digital policy to advance EIPA’s work on Artificial Intelligence, with a particular focus on developing AI literacy to enhance the objectives and functions of public administration.

Elvira Stählin-Giese

With her professional background as a lawyer, she started to work for the Federal Ministry of the Interior and Community. After a short time, she started working in areas with EU relevance, first dealing with migration and asylum matters, later on in the field of sports. She was the German delegate in several Council working parties and in committees of the Council of Europe. The EU is a recurring theme throughout her professional career. For more than twenty years, she’s now working for the Federal Academy of Public Administration. She’s deputy head of the training division, which is amongst others responsible for further education concerning EU and international competences.

Kyösti Väkeväinen

Mr. Kyösti Väkeväinen has 20 years working experience in management roles in different international organizations. Currently Kyösti is working as a Managing Director in HAUS Institute of Public Management Ltd providing capability, competence, and training for civil servants.  

Sabrina Bandera

Sabrina Bandera is the Head of the Research Innovation and Strategy Division of the Scuola Nazionale dell’Amministrazione (SNA). She graduated in Political Sciences from the University of Milan and holds a master’s degree in Public Management from the Bocconi University. Previous appointments include positions of Senior policy analyst, Coordinator of the Lombardy Institute for Training Regional Government Executives and NEPT at the European Commission. Her current activities and research focus on competency frameworks and assessment, public administration training and policy advice. 

Pavel Ivanov

Pavel Ivanov is the Executive Director of the Institute of Public Administration in Bulgaria and has over 20 years of experience in public administration reform and management. He has successively held all professional positions within the Bulgarian executive power. Since 2005, he has led transformative national and international projects promoting cooperation and innovation in public administration. He oversees training programmes that prepare leaders and institutions for the future of public administration. 

Manuel Pastor

Mr. Pastor, a Senior Manager with 20+ years in Spanish Public Administration, currently leads the Learning Department at Spain’s National Institute for Public Administration. He has extensive experience in various ministries and a focus on efficient, innovative management and training. His expertise lies in leadership, performance, and cultural change. He has published many articles on public policies and administration in journals, radio shows, blogs and books. 

He speaks fluent English and French, in addition to his native Spanish. He sings songs and plays acoustic guitar.
